I'm thinking of starting a Crimson Fists army, and I want to use Pedro Kantor. One of his special rules says that all Crimson Fists within 12" of him get an extra attack. The question is, if he is in a vehicle, does the attack bubble still exist, and if so, is it from the hull of the vehicle. I am not sure about how such rules work in this edition of the game.

Typically, unfortunately, when a character is in a vehicle the general rule of thumb is that they don't count their area of effect type powers/rules. Most interpretations tend to lean on the fact that since the model isn't technically on the table, his AOE stuff can't trigger.
There's a really good example of another unit with a similar rule that's very cut and dry, but it escapes me. Frankly though, rule of cool wise, I'd play against it lol would be fun to see a rhino rolling up in a sea of marines trying to get stuck in the orky way.

The Kustom Force Field for Orks works in that way. If you put the Mek with the aura inside a vehicle you just measure from the vehicles hull.
PS: Just my own two tactical cents, but Pedro + Honor Guard w/ a Chapter Banner + Dropod make the sickest compliment to a Skyhammer annihilation force I can imagine. Each of the ASM would be getting 5 attacks on the turn 1 charge *ouch*

I think I would play such an army once, realize its greatness, and then never use it again because if an opponent of mine tried that I would get violently angry. That said, it's a brilliant level of army synergy. I was thinking of putting Pedro in a Razorback with the honor guard and the standard of the Emperor ascendant, because Pedro with buddies using womping sticks (power mauls) and a champion with a relic blade would be a gnarly hammer unit. Otherwise, I'm thinking of a demi company, rhinos, and sternguard, because Crimson Fists.

The 1st company task force is a great compliment, and Pedro's ability to grant Sternguard Obj Sec is huge. That would be a great fluffy list that would dominate maelstrom games with its ability to pull objectives out from under death-stars while being extremely mobile. Get some grav centurions in the Demi-company and you'll be golden.

Thought about the grav centurions, but I've already got a ten man squad of lascannon marines built, and with the imperial fist tank hunters rule, they'll jack up just about anything. Besides, the grav centurions are for my templars.

What exactly does the rule say?
My gut instinct is that your model's special rules do not apply to any transports or fortifications it is inside, unless otherwise noted.
