Basically changes the lords and heroes allowance to up to 50% each, and gives all wizards access to Lore of Undeath. gogo Herohammer?

Sooooo just the End Times rules then? My lizardmen and Chaos are happy (I can finally double up on slaan, and bring a chaos lord AND a level 4).
