I think GW still writes these FAQs with hopeful optimism, even as they start to adjust the rules to account for the insane loopholes tournament players are using to create extreme lists. My gut tells me they wrote that ruling while also thinking that most people would only have 1 or 2 static shooting units like devestators or pathfinders that want to park on a ruin, and that it won't be too limiting since to win games the rest of the army has to go out and grab objectives etc.
Honestly though most games require a bit of mobility to perform, and coupled with the rule of 3 that prevents someone from just bringing spearheads with 10 devestator squads to park in ruins, I think we'll see more armies focused around splitting the force between shooting and combat and deployments and deepstrikes, etc.

I think the Rule of 3 will end up being the counter balance to this. Sure, IG players can still brings dumpster trucks of guardsmen, but that is still just S3 weapons. They are hard capped at certain tanks now. Same deal with Tau. I had a game with zyggy last night and the new CP amounts really redefine how the game flows. You can really just cut loose with stratagems now. I feel like it will benefit shooting and charging units. For instance, Hive Fleet Kraken can let those Opportunistic Advances fly now. I still think charging armies go the harsher end of things, but I don't think it is as bad as some people make it out to be.

Oh yeah, extra cp is great for nids. Most of our best strategems are 2 points.

And have never felt the need to have to spam things or take more than 3 of one unit type. Though taking alot of crisis suits sounds like it would be fun but I can take 6 due to the different sheets for standard and bodyguards.
