I've been thinking about this a lot, how many extra points will you spend to get an extra CP? I realize that is a moving target, but make it a rough average.
I am at as point where an extra 70 points for another HQ buys me another CP, but gives me a sub-optimal force. Is, on the whole, a weaker force worth an extra CP, and if it is, at what point is it not?

That is a great question, and a hard one to answer.
I think it also depends on how your army recoups CP's... some armies (through tactics or characters) just have a chance to get CP's back after use, while some have to fulfill a condition to gain new CP's.
It also depends on your access to cheap HQ's... initally Tyranids didn't have much here... Tyrants/Broodlords are both great, but range from 170-220 or so. The Prime sat at 100, but is also pretty niche. With the Malanthrope (even at 140) being cheap-ish and generally useful, and further with the Neuro being a sub-100 (and effective) HQ, it got way easier to break a few units into a separate detatchment to squeeze more CP.
At a high level, when I'm building a 2000 point list I don't try to go for the Brigade... it's easily doable with Nids, but I think you have to take too much "just grab the cheapest" and rely on a few core units to do the work with a bunch of CP support. I'm far more comfortable using 2 Battalion detachments. Granted, I also like to go big on units, taking advantage of both Synapse to ignore morale, and the bonuses Nid Swarms get for being large.

Its very situational and hard to measure, but I think it depends most on how you typically use the points and how much your army depends on them. It's easiest to calculate when you have some preplanned strategems. For instance, i know each nid game that I am gonna use single minded annihilation on my 25-30 devilgaunts. Well, that's up to 90 extra s4 shots in a turn. So like an extra turn of shooting for a 240 point unit is probably worth 120 points for 2 command points. Or you could value it in the amount of points killed by using the strategem. So if it wipes an 8 man marine squad, that's over 104 points plus weapons. Similarly, i always use the sternguard strategem on my 10 man squad. Against meq, it turns 4.444 wounds into 6.666 wounds. In both cases, the value depends on the target's value.

For my army, I wouldn't pay anything for a CP: there just aren't any good stratagems (martyrdom is good, but way too situational unless I want to build a list around it).
For codex armies, though I think you can only put a price on CPs if you are building a list around a large number of stratagems that you need turn one or maybe two. After that point, things are too chaotic/situational to spend points for a CP. Since stratagems, though, are one per turn and armies come with CPs, I can't imagine needing that many paid for CPs turn one or two to build a strategy.
One thing I will say is that the 70 points isn't just for the CP: it also fills a slot in a detachment and that has some non-zero value.
