Blood Raven's use whichever chapter tactics you want to, they don't have written rules. Their progenitor chapter is unknown, although it's probably the Thousand Sons.

OK just finished watching the entire Facebook Live event Q&A - my highlights: - Every model for every army is still in, no squatting - in fact they confirmed even some NEW models and factions for launch
- Every model was playtested extensively - they had the guys from Adepticon, Nova, LVO, and frontline gaming playtesting 8-10 hours a week to make sure the rules were balanced and everything had consideration
- No hull points - vehicles are basically just big monsters now - TONS of wounds
- Everything can hurt everything - bolters can wound a land raider. BUT wounds and toughness (sounds like we still have a toughness mechanic vs flat to-wound values like AoS) mitigate that, and weapons causing more damage will do the heavy lifting
- Monsters and Vehicles have the same mechanic as monsters in AoS - as they take wounds, they get less effective, slower, lower BS and WS, etc, (specifically said BS and WS, so those values are still in)
- Movement is in again
- battleshock is in instead of morale - much better IMHO
- If you charge, you go first - combat armies are as viable as shooting armies per their playtesters
- Nids have the most wounds of any army (yay!!!) across the board
- Army formation still used the force org chart - main rules have 14 different detachments you can use, with varying levels of bonuses (in terms of Command Points) that you get for using them - taking a low-requirement army (ie, 1 HQ 1 troop only) gives very few command points, since you have more flexibility in army construction to bring more powerful combos. Taking a high-requirement army (ie, 2 HQs, 4 troops, 1 elite, 1 fast etc) means you have more command points to balance out the fact you likely took fewer combo units.
- Command Points are expended to balance out the game - use them to fire twice, attack out of order in combat, reroll dice, etc. So there will be a balance between taking detachments that give you enough command points to turn the tide, but that aren't so restrictive in terms of requirements that you're hand cuffed
- Core rules are free, and digital like AoS was - but army rules are NOT free, will all be released at launch for purchase, but MUCH cheaper than codexes currently. 5 books (imperal agents, space marines, chaos, eldar, xenos maybe? or xenos, tyranids maybe?)
- Further down the line "battletomes" will come with more fluff, art, better access to fluffy detachments, campaign rules, updated unit profiles/rules/new models where applicable, more diverse relics, special rules, etc. Still calling them Codexes as well.
