So I wanted to get some advice/experience, While probably a dumb idea, I want to start my army from scratch (even though I have about 150 Cadians). The thing is I love the guard but find the Cadians to be boring models, plus their homeworld is about to blow up anyways, so their is that. The Mordian Iron Guard fluff and pictures both suit my play style (Suicidal) and aesthetic (doesn't she just look like she given all for the day) I have basically two goals 1. Have the 1850 Points I need to play Adepticon 2. Sometime this year finish the rest of the elements of my army so I can play variety at local games and tournaments (Inquisitors, Sisters of Battles, Extra Guard Artillery and Vehicles) So the first part is Immediate concerns, I will have 60x Skitarii, 150ish Mordians (From Victoria Miniatures), Some forge world Artillery, a couple of special characters (Commissar, Priests, HQ, Cypher) I rate myself the following Modeling Skill 3/10 Painting Skill 6.5/10 Ok so now comes the questions, I know I will be using a commission painter to do some of the work and I am stuck with two competing thoughts: A. Have the commission painter work on the bulk models units, as these become tedious the commission painter is likely to do a bang up job down to the basing giving the army a overall great look. I will be able to focus on the time consuming special models. B. Have the commission painter work on the special models as that is where their skill will be best used, Suck it up and paint all of this crap. Thoughts?

My thoughts are that you're basically paying for 2 different things with both scenarios. For scenario A, you're paying for time - its going to take time to do all the rank and file, but they're not particularly detailed or difficult; for scenario B, you're paying for skill - to make sure your characters/centerpieces stand out and look fabulous.
If you think you can do justice to the characters if given the time, then scenario A makes the most sense. Typically with rank and file you don't need them to be exquisite - they're going to die in droves, or be in transports and not on the board, and so don't really warrant the high price of top quality commission painting. Instead, get them done to gaming quality - a base, wash, highlight, and nice base. They will all blend together on the tabletop regardless, and as long as they're done and taken off your plate, you can focus on the characters and really make them your own.
If you don't think you can do the characters justice, but have the time to churn through basic base+wash+highlights on ~200 models, pay the higher price for top notch work on the characters. They'll stand out, look absolutely stunning, and since they'll live a lot longer than your rank and file people will see them more often and up closer than nameless guardsmen who die as their chimera explodes.
Either way, you're probably looking for $3-5 per model for the rank and file to be done to a table top standard (though some painters do bulk pricing and discounts on whole armies), and about $25-40 per character at top-level quality if I'd have to bet. So its a matter of what you want more - time back in your paint schedule, or seriously beautiful characters, or both if you've got the coin for it.

Another option is to find local painters that might do some of it for free, just because they like working on different models from what they're used to putting in their collection. I know I for one have always wanted to paint guard vehicles and characters, but have never had the desire to play them, for example.
