Yeah but I see this strategy as short-sighted on GWs part. Yes, they can sell more of a new model by giving them awesome rules, but they are also discouraging customers of other armies that have not had recent powerful releases by throwing off the game balance even more. (I'm not saying that sisters don't deserve it, but Celestine can be used by any Imperial faction and the recent custodes rules were also way way undercosted).
There are so many different factions that it's impossible for balance when GW has such absurd power creep and most armies don't see updates for several years.

But I'm fine with the game meta itself. It's really these special releases that are way overpowered. Fuck custodes.

There are so many different factions that it's impossible for balance when GW has such absurd power creep and most armies don't see updates for several years. I don't see it as short sighted, since frankly its been the army rules in general that have bloated 40k in particular, not individual character models or HQs. Lords of war? Sure, but that's to be expected given their place in the army. Taking turns giving big centerpiece models to each faction is a revolving door - naturally it has to start with someone, but eventually all armies are going to be getting love as GW have always done. Both Cawl and Celestine represent something that is much needed for their respective armies; sure, the War Convocation is powerful, but other than that skitarii and admech need some added toughness - which Cawl provides. He helps bring those armies into balance with top tier lists by being a tank that can protect the rest of his unit. He's not available in the War Convo, so doesn't make that formation better - but the standard army lists, he helps tremendously and gives you a reason to build different lists. Celestine is similar - she's basically never going to die (fitting for a living saint), and while she doesn't provide much in the way of a beat stick in combat, her special rules make sisters units around her much more useable. She's a force multiplier, to make an army that hasn't gotten much love (sisters) more balanced in 7th edition. Sure, she can be taken by any imperial army list - but her benefits aren't going to be as useful, so she doesn't quite make them that much better than they were prior. More of a fun fluff add. Inquisitor greyfax is pretty slick though, with her ability to deny overwatch with a psychic power. But, she's not very survivable - and good psychic defense will stop her dead in her tracks.

Our buddy from the artwork is making a foggy model appearance as well, I think this scan must be from the book but I'm not sure. I'm betting that, based on how things are going, he's going to be available to both CWE and DE at least, if not all 4 of them. They're going towards the moving factions together. This picture is interesting as it has the Ulthwe fighting along the Black Templars (total heresy) but there he is, you can see his fur cloak. The caption reads: "a warrior in crimson, his raiment echoing both Craftworld Aspect armour and the crueller plate of the Commorrite pirates" no record of its design could be found by Cawl.

Cannot wait, hopefully this means we'll see him soon - could be a big Q1 for me with the 30k thousand sons rules coming next month, the gangs of commoragh game, and at least 1 new dark eldar or eldar or whatever model (but hopefully more).
