I just gave the new Planetary Onslaught book a full read through. In general, its just copy paste from the Stronghold Assault, Red Waaagh!, and Shield of Baal. All of the fortifications that have been released since Stronghold assault are added into the the book, but there is relatively little new content I spotted.
The one addition that stood out was that the 4 BRB ruins (Basilica Administratum, Manufactorum, Sanctum Imperialis, and Shrine of the Aquilla) can be bought as formations for 20 pts each while the Twisted Copse (AKA Forest) can be bought as a formation for 10 pts. The ruins could be useful as they guarantee you a 4+ cover save and some decently high vantage points for a cheap points investment.

You can purchase a fortification for only 20 points? Or is it a 20 point upgrade to an already established point cost?
I'm assuming these are things with several HP and fairly high AV (13-14) or are they just ruins you buy for 20 points?

I'm assuming these are things with several HP and fairly high AV (13-14) or are they just ruins you buy for 20 points? They aren't buildings, so no HP or AV, its more like the aegis defence line. Its just the 40k scenary we've always had, but now you can "purchase" it as a fortification to ensure you get atleast one good terrain piece for cover. For example the Shrine of the Aquilla provides a 4+ (ruins) cover save and gives all Armies of the Imperium in it re-rolls on failed morale. All non-Imperium units get Hatred (Armies of the Imperium) while inside of it. It costs 20pts for the fortification and takes up your fortification slot like normal. It does seem a bit under costed, but it has no guns so it slightly worse then the Aegis.
