Do jetbikes get an assault move? Yes, if they don't turbo-boost (so never, turbo boost for life)

Dragons, at least, tend to be suicidal by nature, IMHO. Do as you please, of course, but I'd be happy with two split fire D cannons on t1 and some dragon support coming in later. Mass S6 will handle your basic transports pretty fancily.

Also you put up like four posts that I didn't get to see before posting my own...
This is by no means a friendly list, so take all the laser bikes you want. That said...
I think the guide + mass fire will do a lot to flyers. A sky fire nexus will be icing on the cake of death this army is.

Have you considered taking Swooping Hawks over the Dragons? They serve the same Anti Armor option, but also are much faster (18" moves) and provide good anti infantry/anti air. Basically hawks can do everything.

I love them but hate the models. I will gladly convert some though, if I can figure out a better way to do it than just eldar helms on de scourges...

I'd probably do Dire Avenger bodies with feather'd Scourge wings... gives that "graceful" look that so many Eldar go for. And an appropriate weapon, of course.
